- Westerville Safety City is a program designed to teach students entering kindergarten in the fall about a variety of safety issues. Each student is taught basic rules of traffic and pedestrian safety, fire prevention, school bus safety, poison prevention, animal safety, gun safety, water safety, and stranger awareness.
The program is operated by a non-profit organization that coordinates the cooperative efforts of various Westerville entities, including the Westerville Divisions of Fire, Police, and Communications. The Westerville City Schools participate by allowing the use of their facilities for the program. Students that will be attending Kindergarten and First Grade in the fall of this year are eligible. Students are eligible to attend the program once and may not repeat it without prior approval.
Safety City will be presented at Robert Frost Elementary, 270 N. Spring Road.
- The class meets Monday through Friday for two weeks, June 1 – 12, 2026.
- Children attend either the morning session (9:30 am to 11:30 am) or the afternoon session (12:30 pm to 2:30 pm).
- Graduation ceremonies are held on the last day of the program at Westerville North High School. Families are invited to the graduation.
Experienced teachers instruct the children in a classroom situation, assisted by qualified teenage helpers. Members of the Westerville Fire and Police Divisions are in attendance each day.
Some activities include a school bus ride, puppet show, fire station visit, police cruiser tour, and activities in Safety Town.
You must register using the link provided in the original source (not included here). Online registration begins February 20, 2026. Safety City is a popular program and spots fill up quickly. You will receive an email confirmation upon successful enrollment.

Non-Resident $115 - The registration fee must be paid by credit card only (Visa, MasterCard, and Discover). No checks will be accepted.
- The fee includes a student Safety City T-shirt.
- Registration will remain open until the program fills up or when classes begin.
To complete your registration, you will need:
- A credit card
- Parent contact information
- Emergency contacts
- Child’s medical history and preferred physician
- Child’s shirt size
- Person(s) you will authorize to pick up your child during Safety City
The registration is non-transferable. Refunds are permitted until May 5th, minus a $15 processing fee. After May 6th, the registration fee is non-refundable.
- You will be able to choose from six morning sessions and six afternoon sessions. You can choose the same class as long as there are openings in that class. We cannot accommodate specific time or class requests.
All classrooms (Sections are named Police Badge, Light Bulb, Fire Helmet, Stop Sign, and School Bus) are together, and children often interact with other classrooms throughout the day. Once a class fills up, you will not be able to choose that class as an option when registering.
- Parents of students attending a daycare facility should contact their facility and arrange transportation to and from Safety City. The facility should be listed as an authorized pick-up on the emergency medical form.
- Commercial solicitation involves individuals or organizations attempting to sell goods or services door-to-door.
- Non-commercial canvassing typically includes activities like religious or political outreach and charitable fundraising.
There are three main categories of commercial solicitation permits in Westerville:
- Promoter Permit: Best for companies with multiple sales representatives. It includes the company license plus six (6) individual representative permits.
- 1-Year Individual Permit: For a single person planning to solicit throughout the year.
- 90-Day Individual Permit: For a single person planning a short-term or seasonal campaign.
- Yes. Westerville Ordinance No. 2025-20 establishes a licensing process for commercial solicitors and a permit process for charitable solicitation in roadways. The ordinance also resulted in the creation of a registry for residents who wish to opt out of these visits.
All fees are non-refundable and must be paid through the portal before your application is submitted for police review.
- Promoter Permit: $240.00 (Includes up to 6 reps).
- Additional Reps (for Promoters): $20.00 per person beyond the initial six.
- 1-Year Individual: $120.00
- 90-Day Individual: $75.00
- ID Card Replacement: $10.00
- Residents can join the No Solicitation Registry. You can choose to opt out of door-to-door solicitations.
Additionally, displaying a "No Solicitation" sign on your property is a valid way to signal your preference. These signs supersede any information listed on the digital registry. To avoid a denial (and loss of your non-refundable fee), ensure your digital files are clear and meet these standards:
- Color Photo ID: A clear, color copy of a valid Driver’s License for every individual who will be at doors.
- Background Check (BCI/FBI): Required for every person seeking a permit.
- Scope: The check must include both Ohio BCI and Federal FBI records
- Important: BCI documents must be available before starting the application.
- The 30-Day Rule: Per City Ordinance, the background check must be dated within 30 days of your application date. Older reports will be rejected.

- Transient Vendor’s License: Proof of your Ohio Department of Taxation license (if required by State law).
- Authorization Letter (Promoters only): A letter on company letterhead authorizing the applicant to act on the company's behalf.
- Yes. Residents must re-join the registry annually to keep their information current. The selections are effective annually beginning the first of each year. The City plans to send renewal reminders.
Note: It may take up to two weeks for your selection to be reflected on the “Do Not Knock” list provided to solicitors.
Failure to follow these rules can lead to the immediate revocation of your permit:
- Hours: You may only solicit between 9:00 a.m. and 9:00 p.m.
- Displaying ID: You must wear and prominently display your City-issued Solicitors Identification Card at all times.
- No Soliciting Signs: You must respect all "No Soliciting" or "No Peddlers" signs posted on private property.
- No Solicitation Registry: You are legally required to check the City’s registry monthly and skip all addresses on that list.
- Conduct: If a resident asks you to leave, you must do so peacefully and immediately
- Yes. Printable and printed versions of the sign are available online at www.Westerville.org/Solicitation and at City offices.
Once you submit your application, pay the fee, and upload all required documents (including background checks), the Westerville Division of Police will begin their review. The timeline varies based on volume, but you will receive an email notification as soon as a status update is available.
- Authorized solicitors are issued City ID badges that include their name, photo and business name. You can also view a list of current permit holders on the City's website.
What can I do if a solicitor comes to my door when I have opted out or have a “No Solicitation” sign displayed on my property?
You may report a problem with a solicitor through the non-emergency Westerville Police Division phone line at (614) 882-7444.
- Authorized solicitors must wear and prominently display their City-issued Solicitor ID Badge at all times.
- Solicitation is permitted between the hours of 9 a.m. - 9 p.m., Monday - Sunday.
- Solicitors must peacefully and immediately leave the property at the resident’s request.
- For Individuals: The Westerville Division of Police will review your background check and ID. You will receive an email once approved or if more information is needed.
- For Promoters: You must now go into your portal dashboard and complete the "Rep Incl" (Representative Included) tiles for each of your six people. Your permit will not be finalized until these individual backgrounds are reviewed.
- Timeline: Review times vary, but we process applications as quickly as possible. You will be notified via email of any status changes.
- Solicitation permits are not required for mobile food vending or food trucks. These operations are handled separately through the City’s Food Truck Pilot Program managed by the City’s Planning & Development Department. View program details here: https://www.westerville.org/
services/planning-development/ code-enforcement/food-trucks - Charitable, political, and religious canvassing is regulated separately under Chapter 743 of the City Code and does not require a City solicitation license. However, canvassers must comply with posted signs and the 9 a.m. – 9 p.m. time restriction.

You must provide a photo I.D. and proof of ownership by title or current registration. If your vehicle is marked to HOLD, you will not be able to get your vehicle until after your initial court appearance.
