HISTORY OF THE JUSTICE CENTER
Planning for a combined facility for Police and Mayor's Court operations was underway for nearly a decade. The concept was planned for a number of reasons, including to unite staff and operations working across the City in multiple buildings and to improve safety with a dedicated Mayor's Court space. However, the primary reason a larger facility was needed because WPD had simply outgrown its current 30-year-old building.
Volunteers and visitors frequently toured the WPD headquarters on State St and were consistently surprised by how compact the space is, considering the size of the department. The Justice Center has been thoughtfully designed to meet current and future space needs and improve efficiency.
PROJECT MILESTONES
2019
- Westerville voters approve bond request
2020
- Architectural firm Brandstetter Carroll retained to complete design work
- Final plan design in late spring/early summer 2020
- Westerville City Council approves final design; plans will be submitted to Planning Commission and then Building Department for review
- Concurrently, City administration work to prepare for sale of $15 million bond issue in the fall 2020
- Project out to bid in the fall, with bid award contemplated in October/November time frame
- Construction schedule expected to be at least 12 months for occupancy in late 2021/early 2022
2021
- Construction begins January 2021
- Foundational work completed in March/April
- Excavation, grading and utility connections in May/June
2022
- Departments began incrementally moving from the former police department at 29 S State St to the new Justice Center in September with completion in November
