Charles “Cappy” Chandler began his career in law enforcement with The Village of Mt. Gilead in 1994 where he was promoted to sergeant in 1996.  He then accepted a position with the City of Marion in 1997 where he remained until 2001 when he came to the City of Westerville. In his career at Westerville, he served as a detective, a task force officer assigned to the US Drug Enforcement Administration, and was the commander of the Delaware County Crisis Negotiations Unit. Chief Chandler rose through the ranks and in August of 2019 was named Chief of Police. Chief Chandler is a veteran of the U.S. Army Reserve, and holds a Bachelor’s and Master’s degree in Criminal Justice Administration from Columbia Southern University. He is a graduate of several public administration and law enforcement executive programs including the Northwestern School of Police Staff and Command, the Police Executive Leadership College (PELC), the Certified Law Enforcement Executive (CLEE) program, and has an Executive Certificate in Public Leadership from the Harvard Kennedy School of Government.

Among numerous honors in his law enforcement career, Chandler has been named Officer of the Year and received the WPD Medal of Honor and Gallantry Star. Chief Chandler is a past President of the Ohio Association of Chiefs of Police and Franklin County Chiefs Association. He is a member of the Criminal Justice Advisory Boards for Columbus State Community College and Eastland Career Center. In 2018 he was appointed by Governor John Kasich to serve on the Ohio Criminal Sentencing Commission and was reappointed in 2020 by Governor Mike DeWine.  In 2023 he was appointed by Chief Justice Sharon Kennedy to serve on the Ohio Supreme Court Advisory Committee on Court Security and the Ohio Supreme Court Reentry Task Force.
