Tom Gallagher began his law enforcement career in 2006 at the Dublin Police Department, where he served as an officer, Patrol Corporal, Patrol Sergeant, and Community Impact Unit Lieutenant. Throughout his career, he served as the Field Training Supervisor, Technical Accident Investigations Supervisor, IT Liaison, and Peer Support/Wellness Team Member.   In addition to those roles, he has extensive experience leading complex criminal investigations, assisting in hiring processes, overseeing the department’s fleet, spearheading agency technology initiatives, and developing organizational policy.  

Assistant Chief Gallagher has completed numerous police leadership courses, including the Northwestern University School of Police Staff and Command, the Police Executive Leadership College (PELC), and the Supervisor Training and Education Program (STEP).  He possesses a Master's degree in Criminal Justice from the University of Cincinnati and a Bachelor's degree in Criminology/Sociology from the Ohio State University. Assistant Chief Gallagher currently oversees the Investigative Services Bureau.
